The oaths of the borough officers, preserved in a Droitwich minute book, of the time of Charles II, add some further details of the municipal executive.
The bailiffs served all warrants and held the assizes of bread, beer and victuals, punished brawlers and swore to make just account and to see 'that the pit goes straight,' and that none occupy. The first was to unite two parishes in the town, and the other to revive a Commonwealth scheme ‘for the making navigable of a certain river running from the said corporation of Droitwich into the river of Severn called Salwarp brook’, which ‘would be of extraordinary advantage to the said borough in reference to the trade of salting’.
Droitwich was a close borough which never gave any trouble to its patrons. There had been no contest since when the Foleys, who had long shared the nominations with the Winningtons, contrived to take both seats.
Their intermarriage in led to another era of sharing. Droitwich, six miles north-east of Worcester, had a population of about in the s, rising to over 1, a century later.3 It had been famous since Anglo-Saxon times for the production of salt, a trade which continued to dominate the town in the early seventeenth century, although only one brine-pit at Upwich and two in Netherwich remained in operation.4 Town government and the salt.
